"add" icon missing for photoController hover edit icons

When hovering over a picture in the default (showall) view, the icon for "add" is missing. Points to /framework/core/assets/images/actions/add.png. However, there is no "actions" folder, and probably shouldn't be.

(from [85b2b92d3f267c8592cdb5b49177dae68ffdc207]) Corrects bad reference to add icon in hovering edit palette.
