Feature request: Allow for tax zone 'groups' and active/disable

Currently, we assign taxes per tax zone which is defined as a single country/single region. Might be more efficient to have Tax Zones as a group of Zones...e.g, the Tax Zone of 'Lower 48' would include 48 'Zone' records of each of the 48 states (country=US, region=state)
