Feature request - Upgrade importer/exporter to 2.0

These are the only old school (0.9x) modules remaining (not already implemented in v2.2). When these are upgraded the /framework/modules-1 folder will be empty!

We already have the importexportController, but it is only using the 'manage' method to 'Import Products' which calls the 'import' method which calls the 'validate' method which is only a dummy method to read a csv file. THEREFORE, there is really nothing useful in the conroller, so we can start from scratch.

May pursue using the stub for controllers w/ canImport/canExport to hold the functions within the controller or model...e.g., the file controller would use the expFile module to do the import/export of EQL/Files just as we do now using importer/exporter.

User import upgraded, but needs work as it wasn't working before.
