CKeditor - add 'plugin' addition to custom configuration & show custom configuration only when CKEditor is selected

Should be easier to add custom plugins to ckeditor. Probably will add as a text list to be pulled in by the ckeditor.php template/module and rely on the admin to copy the file(s) in place.

Drop the custom plugin (folder) in the external/ckeditor/plugins folder and add the folder/plugin name to a custom ckeditor toolbar configuration using the manager fro site configuration/WYSIWYG Editor Settings. Also limits display of ckeditor toolbar manager if ckeditor is not the system html editor.
