Adds ckeditor custom plugin loading. Drop the custom plugin
(folder) in the external/ckeditor/plugins folder and add the
folder/plugin name to a custom ckeditor toolbar configuration using
the manager fro site configuration/WYSIWYG Editor Settings. Also
limits display of ckeditor toolbar manager if ckeditor is not the
system html editor.
