Feature request - Add a system-wide setting to disable auto-display of module titles

Since we've made module titles required (to ensure there is a identifier in the aggregation lists), it has become difficult or tedious for some site managers who rarely use module titles since they have to individually edit each module and disable module titles.
Best method would be a site configuration setting which reverses the current behavior site-wide. However a side effect of this would be to immediately hide all displayed titles and reveal all hidden titles.
Requires a little more thought...
