Bug: User saves use wrong location_data

When saving an item as a user (non-admin), the location_data uses the long controller name (newsController), but an admin-user save and the module are looking for the short 2.0 name (news)

- Milestone order changed from “31” to “0”
The problem appears to be releated to how objects are treated in php 5.3+ where they are passed by reference instead of as an object...therefore, we CHANGE the loc->mod in expPermissions on a perm check instead of copying it. Fix is on the way.
