Page / Module permissions in 2.0.7 Develop

I have replicated a problem reported by a user of 2.0.7 develop where a user given page permissions does not have any editing permissions at the module level.
No chrome shows up no editing controls.
Site reverted to 2.0.6 Patch 2 does not display the problem.
