Feature request - Change to dynamic list to display/select custom ckeditor skins

At this point the list is hard-coded, but should be dynamic based on reading the /external/ckeditor/skins folder and displaying the list of folder names. This is more relevant now that ckeditor finally has a forum for skins & addons and people are beginning to share them.
