Bug: File Manager show Mantenance Mode Enabled twice when in that mode

Reported by dleffler | November 23rd, 2011 @ 03:59 PM | in 2.0.3 (closed)

The file manager/uploader apparently runs through the index.php file twice which creates a duplicate flash message.

May just add an 'elseif' to the queue display to only add a message if it's not like the one in the session already.
