Remove commented "code" & deprecated files prior to release

(from [97065b5a9f24c03a963b6c2bf6ce505a07d7d2ae]) Deletes remnants of Swift v3 in favor of v4.1.1, also deleted 'test' files from v4. Deleted old mail & smtp files. Updated cron/bootstrap.php to conform to new structure (mostly commented out unesscesary lines). Removed commented out code in the "page load process' which were moved around. Primarily all the old subsytems and the forms/controls had this old sytle code. This method is no longer necessary, hence the purpose of the include_once/require_once.
