Revise/Add Exponent menu for Cache and Database items

Revise, add, and move some of the menu items on the Slingbar so there are:

  • Database menu
    • Install Tables
    • Optimize Tables
    • Fix Tables (new?)
    • Reset Sessions Table (new?)
    • Remove Unused Tables
    • Perform All Database Actions
  • Cache menu
    • Turn Minify On/Off
    • Clear Minfy Cache (new?)
    • Clear Smarty Cache
    • Clear Image Cache (new?)
    • Clear Mail Cache (new?)
    • Clear RSS/Podcast Cache (new?)
    • Clear All Caches
