Upgrade/Deprecate administration & login modules to controllers

Administration, Import/Export, Login, Preview modules need to be
upgraded from old school (1.0) to 2.0 controller or deprecated.
* Complete initial implementation * Handle website upgrades from
earlier version with 1.0 files

Adds methods/menu items to try to fix some common database problems. Also moves ALL functions (found in Exponent menu) from the administration module to the controller.
