
Add/change CKEditor optons for spell-check & pasting from word

I personally dislike all 'pastes' being forced to Plain Text. I have a lot of pre-formated content I copy into Exponent. Should the 'forcePasteAsPlainText' setting be changed to false (from true), or should it be an option which could be added to the toolbar configuration manager?
Secondly, I am a poor speller and prefer to have the built-in spell-checking available and activated. Again, should this be added to the basic toolbar (without having to customize it), and should it be automatically turned on, or auto-on added as an option in the toolbar configuration manager? config.scayt_autoStartup = true;

Will begin by adding buttons and setting for auto-spell check to config ckeditorcontrol.php
Will attempt to add the paste & auto-spellcheck settings as options along with the custome toolbar.
Will attempt to move custom toolbar configuraton to the site configuration wysiwyg tab.

Tool buttons added include spell check, auto-spellcheck settings, print, iframe
Auto-spell check turned on by default
Removed force paste as text
Turned on prompt to cleanup word text before pasting

(from [8946fd3d37c8d8bf83e4cfe3715f0a47003e541d]) Adds ckeditor toolbar configuration option selection of whether or not spell checking is automatically started and if pasting from ms word is allowed. Moves toolbar configuration to the wysiwyg tab of site configuration. Also cleans up ability to preview the default toolbar.

Change site configuration wysiwyg tab to disable ckeditor toolbar configuration if ckeditor is not chosen editor.
