Upgrade simple polls module to controller

Simple Polls module needs to be upgraded from old school (1.0) to 2.0 controller.

  • Complete initial implementation
  • In-place migration for 1.0 data (polls)
  • Handle website upgrades from earlier version with 1.0 files
