More intuitive use of reCaptcha

This combines previous tickets #106 #107 #108 #109 in reference to reCaptcha as the anti-spam method
- Add site configuration option to turn OFF anti-spam for
logged-in users
- Add anti-spam feature to Retrieve
Password/reset_password
- Implement anti-spam feature to new user creation, already a
site configuration option
- Add anti-spam feature to all forms used on site (already in place for form module)

- State changed from “open” to “resolved”
(from [a45647f8b68b5f95becb7791d39248d8bb30e561]) Fixes anti-spam/reCaptcha use. Adds anti-spam to reset password, add option to turn off anti-spam for logged-in users, better follows site-wide antispam setting, esp for new user creation.
