Feature request: 'forced' shipping should allow all shipping types

We currently only display 'enabled' shipping types for 'forcing' shipping, but should allow selection of ANY shipping type. E.g., you may want to offer 'Free' shipping on some items, but you don't want 'Free' shipping to be customer selectable at checkout.
Some ramifications involve:
- 'forced' shipping now forces shipping type for entire order...we need multiple/split shipping working #1214

- State changed from “new” to “resolved”
As stated, this feature was added in v2.3.4...albeit still have issues with multiple forced calculators, etc...
