Bug: we don't always return a proper 404 error

Several instances only spit out the 404 message and not as a 404 error
- expTheme
- eventController
- navigationController
and in some instances we call the nofoundController 'page_not_found()' method which simply spits out the page without the error which is how the 'handle()' method is intended to work
- storeController
- helpController
