Bug: need upgrade script for event registrations

We modified the way we save event registration registrants between 214 & 220 and don't have a way to convert the older data which was saved in the event_registration_registrants table and is now saved in the associated forms data tables or simply saved as a name and quantity in the event_registration_registrants table.
