No 403/404/timeout error messages editor, 403 error not reference correctly

There is no editor in "configure website" to edit the error messages. Also, the 403 text is referenced as SITE_403)HTML, but is set as SITE_403_REAL_HTML. I plan to add a tab with an editor for these messages and correct the 403 references.
