Ensure "static" methods are defined with the "static" keyword

If you call a method statically, there are no object variables. Since we do a lot of static calls to our subsystems, etc... we should give them the static keyword to throw the correct error is we attempt to edit them with "object" functions like "$this->xxx".

I've already got this done for at least all the methods we current call statically, just testing it before pushing it up.
