Feature request: locate help docs given a timestamp based sef_url

In previous versions of Exp, we had issues with duplicate sef_urls for items. Some of this was alleviated by adding a micro-timestamp to the sef_url to ensure uniqueness, however it's much easier to reference help docs with a clear sef_url and not one that may have received a sef_url with a timestamp at some point.
