Permissions problem with 2.1.4 and multiple pages of users.

Giving page level permissions to regular (no admin users) add
users from page one and save permissions.
Go back in and page to page two add some more users and the users
from the first page are removed and replace by users from the
second page.
I have been able to replicate the problem on multiple servers.
