Bug: on ajax_action we don't have the 'framework'

Since an ajax_action request doesn't pull in the theme template, we don't have access to the 'framework' of the theme so we don't have the plugin/control search order set up and end up with the base/standard controls, etc... instead of say bootstrap controls.

Fix would be to set a session key if head_config is not null and if it is null check the session key.
