* Feature request - Consider more discrete implementation of slingbar display

We should consider how much of the slingbar to display based on specific permissions. Currently, only separated between super-admin, admin, and all others, and we display a slingbar if the user has any permissions assigned.
E.g., regular users (with a perm), can't use the 'preview' command, don't need the exponent menu, etc...)
