Feature request - make btter use of 'title' (and 'alt) from file manager

We (currently) rarely use the 'title' and 'alt' features of the file manager. We should defer to the 'title' (and 'alt) instead of the filename for photos (album) and file downloads (maybe other modules or file attachements also)

Note, the 'alt' tag is a required tag for XHTML and in some instances can be, or will be used as the 'title' tag for tooltips...therefore we should do the same?
