Several YUI projects now require 'normalize.css' and it wouldn't hurt to add it? http://necolas.github.com/normalize.css/

Though not really a priority, we'll implement this feature in expTheme::head while we implement jquery & bootstrap ticket #947

Though we'll add a 'normalize' parameter to expTheme::head(), it will simply be the same as passing the normalize.css path in the css_primer parameter
