Feature request - Add upgrade script to give date to files

For some reason we weren't assigning a 'date' to file uploads. Since we now sort by filename instead of file id (which was sequential based on upload date), we needed to be able to sort by date (e.g., most recent uploads).
This will likely rely on getting the file's date from the server or defaulting to the current date.
