Feature request - Standardize constants (URL, PATH, RELATIVE)

We tend to mix the definition of PATH & RELATIVE in the names of some of our constants, they should be consistent as:
- xxx_URL is the full url which begins with URL_FULL
- xxx_PATH is the full path on the server which begins with BASE
- xxx_RELATIVE is the relative path on the web server which begins with PATH_RELATIVE
