Bug: Manage tags doesn't seem to bring up all the items

On the main site, the news module only brings up 33 of the 42 news items. It appears to be an aggregation issue. The same occurs in the blog module with only 2 of the 10 posts appearing.

This is specifically tied to the expTagController::manage_modules & expCatController::manage methods which do NOT use an aggregate formula to build the $where phrase.
