Feature request: Do away with global categories to allow better ranking

If you have a lot of categories on a site, it can become nearly impossible to logically rank them. If we didn't have 'global' categories, we could rank them by module for smaller category lists.
- this would also allow for manage categories in the module itself to pull up the category list for that module.
