Bug: Creating new help version doesn't rank docs correctly

When you create a new help version the help docs are not ranked correctly (the same order as the one it came from)

    (from [d95cae153e00eb3f251417c2fdf6418cbd663440]) This fixes the issue, however, if the docs are improperly ranked, it will still appear. Best to first go to each help area and order the docs and save them EVEN if they appear in the correct order, to get the ranks in sequential order.
