Tabs won't display in Preview (logged off) mode if written for YUI2

This includes most of the configuraton items from the slingbar. Probably best to upgrade all those templates to YUI3 tabs. Side-effect is that YUI3 tabs have a blue background which looks odd in retro theme which may require also updating the associated css file (another ticket?)
