Bug: New Help docs should default to the site help version instead of current version

When you are creating a new help doc it shouldn't default to the 'current' help version, but should default to whatever help version you have set the site to. E.g., you are working on the help docs for the NEXT version before it is released.

- Milestone set to “2.0.3”
- State changed from “new” to “resolved”
- Milestone order changed from “97” to “0”
