Feature request - Extensions upload into current theme folder

All customizations should be uploaded into the /themes folder and most likely the current theme. There should be NO user customizations including custom modules/view uploaded into the /framework folder. The only exception to this would be incremental patches to the system instead of an entire new release.
The reasoning for this is to prevent overwriting of user customizations when upgrading to a new version.
