Billing method views do not get updated correctly on checkout

all billing method user forms pull from their respective template files located in framework/modules/ecommerce/views/billing/. They all display their forms via {$billing->form} within each view file. However, {$billing->form} only seems to get updated if the particular billing method is the only one in question is the only billing method enabled. This should refresh immediately and directly every time. the page is refreshed. {$billing->form} is related (somehow) to the billing method's userForm() method, if this gives you a direction.
Add a couple billing methods, hit the checkout page to see how they are displaying.
