Update Smarty library to 2.6.26

Current version in repo is 2.6.19. Last 2.x version is 2.6.26. 3.x branch currently at 3.0.8 moving into 3.1.x

(from [df9cbae497b6734d5e62bbffb2d7d31c95d97421]) Upgrade Smarty from 2.6.19 to 2.6.26. Changes folder name to external/Smarty-2 in prep for possible upgrade to Smarty v3.
