Remove the "tags" config tab

This is completely useless. Modules who use tags have no reason to disable them, and modules who down't have no need to "enable" them. let's just remove the tags config option all together, as I don't think there's a good reason to have it, nor can I think of anything that might be worth it to develop further on it as a config option.
