Drag Drop Reranking needs proper permission smarty checks

since the function that actually does the re-ranking is manage_ranks, Exponent checks to see if they have "manage" permissions, but we've only wrapped them to check for "edit". We'll need to find all cases of {ddrerank} and wrap them to check for manage instead.
