
Bug: we've never saved hard-coded non-container modules to the container table

In order to display a module title, you must have the entry in the containers table and we don't save non-containers to that table. Containers are saved if during the container->showall() method they don't already exist in the table...however other hard-coded modules run their own showall() method.

This is fixed locally, but the code is tied to the 401/403/404 changes which are still being tested
