Avatar image display issues if not set

Description of problem:
Avatar image displayed as broken link if not set on new account page and as in attached image for edit profile if not set.
Version-Release number of selected component (if applicable):
Server: Exponent 2.0B1.1 Theme: Retro
Client:
OS: Linux (Fedora 14)
Browser(s): Chromium (latest), Firefox 4 (latest)
How reproducible:
Always
Steps to Reproduce:
a) Sign-up for new account. Avatar displays as broken link
graphic.
b) Edit Profile. Avatar image displays as in attachment.
Actual results:
a) Sign-up for new account. Avatar displays as broken link graphic.
Expected results:
a) Perhaps handle a little more gracefully. Maybe show nothing
or link to select avatar.
b) Same as above a)

Note that we make this flexible by making show the default avatar only if no image uploaded and the system is not in the development mode.
It's good for users as well as developers.
