Bug: compensate for unloaded php modules

We use some function NOT available in all installations such as 'curl', 'fileinfo', & 'ldap'. We check for this in some instances, (ldap, curl?), but not others (fileinfo). Should also be a 'sanity check' and maybe we need to run a sanity check during an upgrade also?
