Bug: fedex & ups calculators broken...too many getRates() calls

If you select either Fedex or UPS for shipping, you'll break the site...there is also an infinite loop in the fedex code (which is based on v9, but v13 is current) We tend to continually call getRates() even when we're not using the info, everytime we construct the shipping model
