Investigate updating YUI (v2 & Loader)

In the repo we use 2.8.0r4, but 2.9.0 is out with some security
bulletin fixes for older 2.x versions. And though we have the
current version of YUI3 (3.3.0), we use an older version of the
loader/meta data?
