Feature request - Restrict editing of "global" sidebar modules

The "global" sidebar (which appears on most pages) should be restricted from being edited by an average editor with only permission to edit something like a single page. e.g., if you give permission to a user to edit a single page, that shouldn't allow them to edit/change/delete items on the "global" site-wide sidebar.
