Can't add new users

When I attempt to create a user by going to the Admin menu, then go to User Management, then User Accounts. Then I click on "Create a new user". After entering a username, password, confirming the password, entering an email address, first name, last name; I click submit and am given the error Anti-spam verification failed. Please try again.
Nowhere on the page is the reCaptcha visible. Short of disabling the reCaptcha, I'm not sure how to correct this issue.

This ticket can be closed, I did not have Skip using Anti-Spam measures for Logged-In Users? checked. After checking that option, I can create an account.
