Steps to Reproduce:

Should users be allowed to create accounts for themselves? is checked.
Use Anti-Spam measures when users create accounts? is checked.

Sign-up for new account.

Actual results:

reCAPTCHA is never displayed during signup process.

Expected results:

reCAPTCHA is displayed during signup process.
