Feature request: allow option to tax shipping cost; and tax based on origin or destination address; tax exempt purchases

Some states and countries require that sales tax be charged to the shipping/handling portion of an order (and some do not) http://blog.taxjar.com/sales-tax-and-shipping/ We need some sort of option to be able to 'tax' the shipping cost of an order or not to do so.

    This would also include displaying VAT with the item on its 'show' view

    We now have the option to have a tax rate as 'shipping is taxable' with appropriate adjustment of sequence of taxes & shipping cost.

    Ok, we also need an option to determine whether the sales tax is based on the origin (your store address) or the destination (shipping) address. Here's a list of US states and which option they use http://www.accuratetax.com/blog/destination-origin-sales-tax/

    We currently set the tax based on the shipping address, but should allow for changing a 'tax rate' to an 'origin' tax. FWIW, an origin tax is easy to apply since it (a single rate) applies to every order, while a destination tax will vary depending on the shipping address.

    May also want/need a method to allow for tax-exempt purchases. This may be more suitable for the backend order processing to issue a refund? We don't plan to create a record store of tax exempt customers to allow online tax-exempt purchases at this point.

    Note: origin based sales tax (if applicable) would always take priority over a destination sales tax
