Feature request - Add group 'global' permissions/restrictions

This would be set within the 'edit user group' settings and would likely need to be 'restrictions' to prevent changing the way exp has operated and mess up a version upgrade.
Some recommendations received are:
- prevent file uploads
- prevent user profile changes
- prevent/display slingbar
- display recycle bin on module creation
The implementation would be to set up a 'user group', most likely making it a 'default' group and then assigning the restrictions settings. Or for existing users, create a new group, then assign them to this restricted group.
