Bug: new default navigation view doesn't follow parent/top level settings

The default of NO settings seems to display entire hierarchy, is this what we want?
- no siblings, no children, no top menu (only show parents) displays entire hierarchy
- parents & siblings display as expected
- parents & children/grandchildren doesn't display parents (siblings on/off doesn't change this, though siblings display as expected)
- show top menu seems to display entire hierarchy
